At a meeting convened on January 16, 1957, within the Central Committee of the PPSh (the Albanian Workers’ Party), a significant discussion unfolded. The Albanian delegation, headed by Secretary Hysni Kapo, engaged in dialogue with a Chinese parliamentary delegation led by Pen Chen. Also present were Mehmet Shehu, Liri Belishova, Rita Marko, and Haki Toska, forming the core of the Albanian contingent.

The meeting’s agenda included a thorough examination of relations with Yugoslavia. A crucial revelation emerged regarding the placement of mines within the Korfo Channel – the Yugoslavs were responsible for this action. The situation was further complicated by the subsequent events surrounding the channel.

Mehmet Shehu’s account detailed the circumstances. He explained that British ships attempted to detonate these mines, but the efforts were unsuccessful, leading to their destruction. This incident was subsequently brought to the attention of the United Nations and the Hague Tribunal, filed as a complaint against Albania.

Shehu further elaborated on the historical context, stating that in 1946, he had traveled to Belgrade while serving as head of the General Staff of the army. This context is also relevant to understanding the events surrounding the Korfo Channel.
