He characterized the situation as a concession primarily benefiting Serbian citizens residing in the Republic. A key element of his criticism involved the delayed application of the law for Serbs, contrasting this with the earlier implementation for citizens of the Valley of Preševa, Albania, and North Macedonia.

Miftaraj emphasized that the law itself had been in force since 2019, suggesting a deliberate deviation from its established timeline. Ultimately, Miftaraj concluded that Kurti had violated the law through this particular arrangement, raising serious concerns about the legal framework’s application within Kosovo.
