The European Union is actively advising a change in strategy to influence Kurtaj’s decision – what will be the key focus going forward? According to the Ballina Gazeta Express, on March 21, 2026, the Head of the EU Office in Kosovo, Aivo Orav, addressed journalists across various Serbian media outlets. He highlighted the ongoing failure to establish the Association of Municipalities with a Serbian Majority.

Orav emphasized that, irrespective of current discussions, the association remains a recognized entity. Both the Government of Kosovo, Serbia, and the European Union acknowledge this. The European diplomat has indicated a willingness to investigate alternative diplomatic pathways to move this issue forward.

This action is prompted by Kosovo’s lack of progress in presenting the draft statute of the association to the Constitutional Court for assessment. Essentially, the EU recognizes the importance of pursuing different diplomatic routes. The situation remains unresolved, and the focus is now on exploring new approaches to achieve the establishment of the association.
