Kosovo Supreme Court Partially Upholds KIJ Lawsuit Against Prishtina University
Pristina – The Supreme Court of Kosovo has issued a ruling in a legal case brought by the Kosovo Institute of Justice (KIJ) against Prishtina University “Hasan Prishtina.” The court partially approved the lawsuit, ordering a review of the legality of Regulation No. 1/282, dated June 3, 2025, concerning selection procedures for academic staff. The regulation, which governs appointment, promotion, and re-election at the university, was the subject of the KIJ’s legal challenge.
The Supreme Court’s judgment specifically targeted section 18 paragraph 7, which granted the Prishtina University Senate the authority to “withdraw recognition of publication in dubious or questionable publishers, but before assessment.”
The court declared this section illegal and subsequently revoked it. This decision represents a significant step in addressing concerns regarding the regulation’s potential limitations on academic freedom. The ruling highlights ongoing legal scrutiny of university regulations within Prishtina and underscores the role of independent organizations like the KIJ in ensuring transparency and accountability within the higher education system.
