Hovenier: If Kosovo does not respond to Trump’s offer for gas, the US could lose interest in it

Former U.S. Ambassador to Kosovo, Jeff Hovenier, characterized the diplomatic approach of the Trump administration as fundamentally transactional when engaging with international allies. Speaking in an interview with Rubikon, which is scheduled for broadcast on Klan Kosova, Hovenier suggested that the administration’s willingness to engage was contingent upon the level of mutual interest demonstrated by partner nations.

According to Hovenier, the policy framework indicated that agreements were readily pursued with parties showing a clear commitment to cooperation. Conversely, a perceived lack of willingness to collaborate could potentially diminish the depth of American commitment to the region. Hovenier elaborated on this principle by referencing specific diplomatic engagements.

He stated that the administration operated on a basis of readiness: “If you are ready to make an agreement, do it; if not, you are not interested.”

He further illustrated this point using the example of Liquefied Natural Gas (LNG) opportunities in Kosovo. Hovenier suggested that if Kosovo did not respond favorably to an offer put forth by the Trump administration regarding LNG, the resulting inaction could lead to a reduction in American interest in the country. These remarks provided an analysis of the perceived strategic calculus guiding U.S.
