A growing rift between the United States and Europe regarding the future of Bosnia and Herzegovina has surfaced following a disagreement over a prominent international position. The US Embassy in Sarajevo issued a warning, suggesting a potential review of American involvement in the country’s international peacekeeping missions. This caution followed instances where several European nations declined to back the American preferred candidate for the role of international High Representative.
During a meeting of the Peace Implementation Council (PIC), which oversees the implementation of the 1995 Dayton Agreement, the US backed Italian diplomat Antonio Zanardi Landi. Conversely, the UK, France, Germany, and most European countries supported the French envoy for the Western Balkans, René Troccaz. In response to a post on Platform X, the US Embassy in Sarajevo expressed disappointment over the lack of European consensus and the PIC’s inability to elect a new successor.
The embassy warned that these divisions compelled Washington to reconsider its engagement within the current international structures in Bosnia and Herzegovina. While the US military presence is no longer substantial, it maintains influence through the PIC and bilateral ties, alongside a small European Union peacekeeping mission. The PIC is anticipated to attempt reaching a consensus on the High Representative appointment later this month, with compromise candidates potentially emerging.
Some European officials suggest that a US withdrawal could alter the regional balance, especially given Bosnia’s sensitive and polarized political atmosphere. These developments have also prompted questions regarding the US administration’s motives, particularly concerning recent efforts to lift sanctions against Milorad Dodik. Furthermore, reports have noted increasing business interests connected to Donald Trump’s circle in Bosnia, including Donald Trump Jr.’s visit.
At the PIC meeting, reports indicated the US showed greater commitment to supporting Landi than Italy itself, thereby deepening divisions with European partners.
