PACE: We have noticed interference from Serbia and disinformation during the elections

Julian Bulai, the head of the Parliamentary Assembly of the Council of Europe (PACE) observer delegation, presented preliminary findings following the observation of the early parliamentary elections held in Kosovo on July 7. These elections marked the third time the country had held such polls in less than sixteen months. The seven-member PACE delegation, which served as the sole international mission monitoring the voting day, assessed that the electoral process generally unfolded in an orderly manner, reporting no major incidents during the proceedings.

While the delegation noted that the voting process itself remained calm and professional, Bulai highlighted significant concerns regarding the overall electoral environment. A primary area of concern was the noticeable decline in voter turnout, which the PACE delegation advised must be treated with seriousness. Furthermore, the PACE report addressed several procedural and informational challenges observed during the campaign period.

Specific issues raised included the protocols surrounding voting by the diaspora community, the potential misuse of state resources by political actors during the campaign cycle, and the pervasive spread of disinformation across various online platforms. The findings underscore that while the mechanics of the parliamentary elections were largely functional, the sustainability and integrity of the democratic process require careful monitoring. The observations from the PACE delegation emphasize that addressing voter engagement, ensuring fair campaign resource allocation, and mitigating the impact of digital misinformation are critical next steps for Kosovo’s democratic institutions.
