Serbian investigative media outlet Radar has published an analysis questioning the composition of operations allegedly conducted under the auspices of Belgrade authorities. The report suggests that state-associated activities may involve individuals with criminal backgrounds, organized fan groups, and personnel with ties to former security structures, rather than solely accredited state institutions. In an analysis titled “Operation Tivat: Criminals and Police in the Same Mission,” journalist Milan Radonjiq highlighted an incident that occurred prior to the EU-Western Balkans Summit in Montenegro.

According to Radonjiq, this operation allegedly involved a mix of personnel, including members of the Serbian security apparatus, former police officers, and individuals documented with criminal records. The journalist posits that this composition reflects an established model of power functioning within Serbia. Furthermore, Radar’s reporting detailed new information regarding Serbian nationals with criminal records who were reportedly expelled by Montenegrin authorities.
