ZKA’s report on the Ministry of Health: Vans were modified into ambulances

The National Audit Office released a report concerning the Ministry of Health, which highlighted several areas of concern regarding the acquisition and deployment of emergency vehicles. A key finding detailed that the Ministry accepted ambulances that did not adhere to established contractual standards. Specifically, the report noted that several vans were modified to function as ambulances but lacked the requisite technical certification.

The Ministry had announced plans in October for the distribution of these ambulances across various local communes. According to statements from the acting Minister of Health, Arben Vitia, the rollout included the distribution of six units in June and four additional units in November of 2025. However, the National Audit Office’s report indicated that the ambulances delivered to the Emergency Center in Pristina were found to have deficiencies.

The published audit report on the Ministry of Health confirmed that the acceptance of these ambulances occurred outside of established guidelines. The findings underscore discrepancies between the operational deployment and the required technical compliance for these critical health assets.
