Million-dollar projects from the Municipality of Pristina, but without financial coverage

The National Audit Office’s 2025 performance audit has flagged significant discrepancies regarding the contract for the construction of the “George Bush” bridge. The report highlights that the contract value for the project surpasses 18 million euros. However, the audit reveals that when this agreement was formalized, the relevant Budget Law for the undertaking had only allocated approximately 1.55 million euros.

This finding represents one of the audit’s primary conclusions: the municipality of Pristina entered into contractual commitments substantially larger than the budgetary coverage approved for the work. The audit identified this specific project as the largest instance of such deviation. Specifically, the auditor noted that the agreement, valued at over 18 million euros, was signed when the planned budget accounted for only about 1.5 million euros.

The audit’s findings point to a substantial gap between the committed financial obligations and the initial public funding allocated. The discrepancy raises questions regarding the budgetary oversight procedures employed by the municipality. While construction work is currently proceeding in the area designated for the bridge, the documented disparity between the awarded contract amount and the approved funding level remains a central focus of the audit’s review.
