The Association of Kosovo Municipalities (AKK) has stated its intention to challenge the constitutionality of Regulation No. 07/2025. The association plans to submit a request to the Constitutional Court on Friday, May 28, 2026.
According to the announcement, Smajl Latifi, the Mayor of Rahovec Municipality, will present the request to the court at 3:00 PM. Regulation No. 07/2025, which was published on January 9, 2026, establishes the framework for the civil service entry process.
Specifically, the regulation outlines the procedures for recruiting candidates, forming evaluation committees, assessing applicants, and subsequently appointing individuals to civil service roles. The AKK has raised concerns regarding several provisions within the regulation. The association contends that certain aspects of Regulation No.
07/2025 contravene established constitutional principles. These alleged violations pertain specifically to the principles of local self-governance and the autonomy that municipalities possess when exercising their designated competencies. The association believes that the current structure set forth by the regulation unduly restricts the operational capacity of local government bodies.
