KESCO, operating as a Universal Service Provider, has announced a significant change for consumers and businesses. Beginning April 1st, 2026, the second stage of electricity market liberalization will commence, aligning with the stipulations of the Electricity Law and the rulings of the Energy Regulatory Office (ERO). This development represents a key shift within the energy sector.
The core of this transition involves commercial consumers who now exceed specific thresholds. Businesses employing more than 50 individuals or generating an annual revenue surpassing 10 million euros will transition away from KESCO’s regulated tariffs. Instead, they will be obligated to select a licensed supplier through the open market.
Data obtained from the Kosovo Tax Administration indicates that a considerable number of businesses no longer satisfy the criteria for inclusion within KESCO’s universal service obligations. Consequently, KESCO will no longer be able to continue providing these services. This market liberalization aims to foster competition and enhance consumer choice within the electricity supply.
The move supports a broader energy reform strategy. The shift represents a fundamental change in how businesses access energy services.
