Twenty-eight years have passed since the parliamentary and presidential elections.

Ibrahim Rugova, the President of Kosovo, declared new “parliamentary and presidential” elections for March 22, 1998, on December 23, 1997. These upcoming elections were organized by the Electoral College across 29 distinct electoral districts. The primary goal was to select a president and 130 deputies.

One hundred of the deputies were chosen through direct voting, while the remaining thirty were assigned proportionally. Judge Tadej Rodiqi served as the Chairman of the Central Election Commission overseeing the presidential and parliamentary elections scheduled for March 22, 1998. Numerous political entities participated in the elections.

Ten political parties, alongside three associations – including the Independent Lawyers Association, the Green Movement of Kosovo, and the Kosovo Citizens League – were involved. Furthermore, three independent candidates sought parliamentary seats, with two representing the Deçan region and one from Dragashi. The Electoral College initiated these elections to ensure democratic representation within Kosovo.

The process aimed to establish a new government through a series of carefully structured parliamentary and presidential elections.
