Concerns Raised Over Kosovo Police Procurement Practices
Kosovo authorities are facing scrutiny regarding the recent import of 80 vehicles, allegedly facilitated through an open tender by Porsche Kosovo. The event has prompted questions about the process and a lack of transparency from the Kosovo Police. According to the “Final Procurement Plan” for 2025, the police had budgeted for a significant number of contracts.
This included 84 “Supply Contracts” valued at €11.736 million, 716 thousand euros in “Service Contracts,” and 14.456 million euros in “Work Contracts.” Of a total of 125 planned procurement processes, 111 contracts were successfully completed by the end of 2025. Notably, none of these contracts involved the purchase of vehicles. The circumstances surrounding the 80 vehicles, suspected to be intended for the Kosovo Police, have fueled further concern.
When contacted, Artan Fejza, the head of the Public Procurement Office at the Kosovo Police, has not provided an explanation for how the vehicles were imported through an open tender. The lack of a response from the police regarding this significant procurement – estimated to be in the millions – is raising questions about oversight and accountability within the procurement process. Further investigation into the contracts and the vehicle acquisition is underway.
