AKK submits a regular constitutional appeal regarding civil service, Latifi: The government is violating the autonomy of the municipalities

The Kosovo Association of Municipalities (AKK) has formally petitioned the Constitutional Court to review the constitutionality of Regulation No. 07/2025, which governs the Civil Service Admission Procedure. This legal action signals a challenge to the scope and implementation of the regulation by the government.

Following the submission of the petition, Smajl Latifi, the Mayor of Rahovec, issued a statement asserting that the regulation constitutes an unwarranted level of central interference into the established competencies of local municipalities. Latifi emphasized the role of the AKK in this process, noting that the association is acting as the authorized party under Article 113, paragraph 4 of the Constitution of the Republic of Kosovo. The core of the challenge rests on the belief that the centralized nature of Regulation No.

07/2025 undermines the autonomy and operational capacity of local government units. By submitting this request to the Constitutional Court, the AKK seeks a definitive ruling on whether the procedure violates the constitutional division of powers between the central government and its constituent municipalities. The matter now awaits judicial review, focusing specifically on the delineation of authority regarding civil service employment.

The expected outcome from the Constitutional Court is anticipated to clarify the legal boundaries, ensuring that administrative procedures affecting municipal staff align with the constitutional framework designed to uphold local self-governance.
