PZAP rejects complaints from Bekim Haxhiu and Qëndrim Kryeziu regarding vote recount

The Electoral Panel for Complaints and Appeals (PZAP) has ruled to reject the formal complaints lodged by two candidates from the Democratic Party of Kosovo (PDK), Bekim Haxhiu and Qëndrim Kryeziu. Both individuals had petitioned the panel seeking a comprehensive re-enumeration of the ballot papers. Their concerns centered on alleged inaccuracies in the counting process of preferential votes during the early parliamentary elections held on April 7, 2026.

In decisions issued on April 22, 2026, the three-member panel—comprising judges Skender Çoçaj, Kymete Kicaj, and Arsim Hamzaj—determined that the claims put forth by the candidates lacked sufficient merit to warrant an overturning of the election results. The legal challenges were initiated following procedural developments, including the Central Election Commission’s decision to re-enumerate 185 regular ballots after identifying specific errors. Specifically, Bekim Haxhiu submitted his complaint (ZP.Anr.52/2026) on April 19, detailing his objections regarding these re-enumerated ballots.

The PZAP’s ruling concludes that the grounds cited in the complaints by both Bekim Haxhiu and Qëndrim Kryeziu do not substantiate a need for a full recount or modification of the electoral tabulation. The decision effectively closes the dispute regarding the preferential vote counts from the aforementioned election cycle.
