The Special Prosecutor’s Office cannot verify the accused for war crimes, one of whom died before the indictment for Reçaku.

The Special Prosecutor’s Office is currently facing difficulties in fully verifying the status of several individuals charged with war crimes in Kosovo, citing a lack of cooperation from Serbia. These procedural hurdles complicate the progress of several high-profile cases. Specifically, the indictment related to the Reçak massacre highlights significant challenges regarding the accused.

Authorities have noted the passing of at least one high-ranking individual named in the charges, a pattern of such occurrences noted by the office. One key figure named in the indictment is Obrad Stevanovic, who reportedly served as a general and the head of the MUP administration during the conflict. However, published online records indicate that Stevanovic passed away last April.

This date predates the filing of charges by the Special Prosecutor’s Office against him and twenty other individuals by approximately eight months. Due to the inability of judicial authorities to establish contact with any of the named accused, the prosecution has proposed that the associated trial proceed in absentia. These ongoing issues underscore the complex legal and logistical challenges inherent in prosecuting serious war crimes related to the conflict.

The lack of verifiable cooperation continues to impact the ability of the office to move forward with the necessary investigations and trials against those charged with war crimes.
