Changes to the Electoral Code, a new attempt at an agreement among political parties today

A meeting is anticipated among representatives and coordinators from various parliamentary groups to discuss proposed changes to the national Electoral Code. The discussions center on key procedural reforms and the regulatory framework for future elections. Specifically, the parliamentary group representing OBRM-PDUKM is seeking clarification from the LSDM and BDI regarding their positions on implementing postal voting for the diaspora.

They propose that the entire procedure be formalized through a sub-legal act issued during a session of the State Electoral Commission (KSHZ), with a deadline set no later than September 30, 2028. OBRM-PDUKM has indicated its readiness to accept an electoral unit framework as part of these revisions. Conversely, “The Left” party has presented specific demands concerning the funding and governance of the electoral process.

Their demands include allocating 10% of state funding for election campaigns managed by parties with parliamentary representation, alongside requiring that all decision-making within the KSHZ operate by consensus. These proposals have met with opposition from OBRM-PDUKM, which has stated that the requirement for consensus decision-making is unacceptable. The ongoing deliberations highlight significant political divergence regarding the necessary amendments to the existing electoral legislation and the administrative mechanisms governing the vote.
