Warning that 40 million euros could be lost, ECB: No decision yet on suspending funds for Kosovo

The European Commission has issued a clarification stating that no formal decision has been reached concerning the suspension of funds designated for Kosovo under the Instrument for Reform and Growth. A European Commission spokesperson confirmed to the Telegraph that, specifically regarding Kosovo, no such suspension decision has been finalized. This statement follows remarks made by the Kosovo chief negotiator with the European Union, Jeton Zulfaj.

Zulfaj had previously warned that Kosovo faces the potential loss of over €40 million from the Growth Plan. He attributed this risk to delays in implementing necessary reforms, pointing to a blockade within the local Parliament as the primary cause. In response to these concerns, the Commission reiterated the operational parameters of the funding mechanism.

Officials clarified that the Instrument for Reform and Growth is fundamentally performance-based. Consequently, the disbursement of funds is contingent upon the verifiable and complete implementation of the stipulated reforms. The Commission’s assurance suggests that while financial support remains tied to progress, the immediate threat of a suspended funding package has not been formalized.

The differing accounts highlight the ongoing tension between the structural requirements set by the European body and the domestic political hurdles cited by Kosovo officials. The status of the funding remains contingent on the fulfillment of reform benchmarks established under the European framework.
