United States and Ukraine Finalize Defense Cooperation Agreement
Washington – The United States and Ukraine are finalizing a new agreement focused on bolstering defense capabilities through collaborative technology development and production. The memorandum of understanding, currently in draft form, outlines a framework for expanded cooperation in the defense sector, with a significant emphasis on drone technology. Under the terms of the agreement, Ukraine will facilitate the export of military technology to the United States.
Simultaneously, Ukrainian firms will partner with American companies on the research and development of unmanned aerial systems. This collaboration seeks to capitalize on Ukraine’s operational experience gained during its conflict with Russia and Iran, particularly in technological adaptation. In exchange, Ukraine anticipates receiving substantial investment to bolster its defense production capacity, supported by American funding.
The United States will gain access to Ukraine’s battle-tested defense technologies. Ukraine projects to manufacture approximately 3 million drones by 2026, a significant increase compared to the United States’ production of roughly 300,000 drones in 2025. The agreement represents a strategic partnership designed to strengthen both nations’ defense postures.
