He elaborated, stating, “As a representative of the Albanian Alliance, I did not have the impression that anyone from the Republic of Kosovo wanted to damage relations with Montenegro. On the contrary, my understanding is that the competent bodies of Kosovo have assessed that there are security reasons for preventive action regarding specific persons.”
The deputy framed the situation by suggesting that the preventive measures appear to stem from internal security assessments within Kosovo. While acknowledging the friction caused by the entry restrictions, Capuni maintained a focus on state sovereignty.
