Arben Fetoshi, Director of the Octopus Institute, has analyzed the reactions from Serbian authorities and media following the recent visit of Albanian President Bajram Begaj to the Preševo Valley. Fetoshi suggests that the intense coverage and commentary surrounding the begaj visit constitute a calculated communication strategy. According to his analysis, the primary objective of this strategy is to relativize the concept of a “Serbian World.”
In an analysis shared via Facebook, Fetoshi contends that characterizing the presidential visit as an imminent expansionist threat to an “Albanian World” is not supported by factual evidence.
Instead, he posits that such framing is a product of strategic communication designed to employ techniques of relativization and what he terms “false symmetry.”
Fetoshi further elaborated that the narratives circulating—which suggest that Albania is actively pursuing territorial expansion or promoting a concept of a “Greater Albania”—serve a function beyond mere reporting. He argues that these narratives are strategically deployed to divert public attention from other issues. The Institute’s assessment suggests that the heightened rhetoric surrounding the diplomatic engagement is less about immediate security concerns and more about managing public perception and controlling the narrative surrounding regional geopolitical dynamics.
This perspective frames the official response as a communication exercise rather than a purely factual assessment of the diplomatic interaction.
