According to Miftaraj, the continued presence of these professionals is deemed essential for the effective operation of the justice system. He further argued that their participation is necessary to ensure equal access to justice for all citizens and to facilitate the restoration of trust within the Serbian community.
Conversely, Aleksandar Rapajiq, representing the Center for Advocacy of Democratic Culture (ACDC), provided a different historical perspective. Rapajiq recalled that the integration of Serbian judges, prosecutors, and justice system employees into Kosovo’s institutions initially occurred in 2017. This integration, he noted, was established based on an agreement reached during the Kosovo-Serbia dialogue, which was mediated by the European Union.
Furthermore, Rapajiq pointed out that the subsequent departure of these personnel from Kosovo’s institutions in 2022 was executed following a specific decision. These contrasting viewpoints highlight differing interpretations regarding the status and necessity of the involvement of Serbian judicial personnel within the current framework of the justice sector.
