European Parliament and Commission Clash Over Proposed 2028-2034 Budget

Negotiations are underway regarding the European Union’s Multi-Annual Financial Framework (MFF) for the period 2028-2034, with a significant divergence emerging between the European Commission and the European Parliament. The Commission initially proposed a budget of 1.8 trillion euros, while the Parliament is advocating for 1.96 trillion euros, creating a gap of 175 billion euros. A key area of contention lies in the allocation of funds for defense.

The proposed budget significantly increases defense spending, with 131 billion euros earmarked for defense, security, and space initiatives – a fivefold increase compared to the current MFF. This rise is largely attributed to military mobility funding, driven by the ongoing conflict in Ukraine and concerns surrounding the reliability of US security guarantees. Despite the increased defense allocation, other sectors face reduced funding.

Farmers, regions experiencing poverty, and civil society organizations are anticipated to receive diminished support. Several member states, including Czechia, Slovenia, and Portugal, are expected to see reductions in their budgetary contributions according to the revised formula. The negotiations, slated to begin in 2025, will determine the final distribution of this substantial budget, representing a significant investment of over a trillion euros.
