Implementation of mandatory health insurance begins in Kosovo, Vitia announces first steps

The Acting Minister of Health, Arben Vitia, confirmed that the Law on Mandatory Health Care Insurance officially entered into force on June 1, 2026, following its formal approval by the Government of Kosovo. Vitia announced that the initial phase of this significant legislation’s implementation commenced on that date. According to the Minister, the first critical action required to operationalize the new framework is the establishment of the Mandatory Health Care Insurance Fund of the Republic of Kosovo.

Vitia stated, “We inform you that yesterday, on June 1, 2026, the implementation of the Law on Mandatory Health Care Insurance entered into force by government decision.”

He elaborated that the formal creation of this dedicated fund represents a pivotal and foundational stage in the broader reform of the national health system. The process of establishing this fund, therefore, marks the concrete first step toward realizing the objectives set out by the new law. The enactment of this law is expected to fundamentally restructure how healthcare services are financed and accessed within the country.

By establishing a centralized, mandatory insurance mechanism, the government aims to ensure greater financial stability and comprehensive coverage for the population. Officials stressed that the phased implementation is designed to integrate the new mandatory system systematically, thereby improving overall health outcomes while ensuring that all citizens are covered under the protective umbrella of the newly established mandatory insurance framework.
