Kosovo demands Serbia implement the decision on cross-border energy capacities

The acting Minister of Economy, Artane Rizvanolli, addressed the Energy Community Council of Ministers, chaired by Kosovo, raising concerns regarding Serbia’s adherence to established energy protocols. Rizvanolli specifically highlighted the Energy Community’s decision mandating that Serbia open cross-border capacities for energy trade with Kosovo. She asserted that Belgrade has not yet taken tangible steps toward fulfilling this requirement.

During the informal meeting, Rizvanolli pointed out that the relevant decision established a deadline of January 1, 2026, for the operationalization of these capacities. However, she stated that, in her view, Serbia has not adequately prepared for this transition. Furthermore, she criticized the actions of the Serbian transmission operator, noting its refusal to engage in direct discussions with KOSTT.

According to the Minister, this lack of cooperation significantly impedes the commercial utilization of the existing interconnection infrastructure. This obstruction, she argued, creates undue burdens on the stability and management of the entire regional energy grid. The core issue, as presented, revolves around compliance with the international decision, which is crucial for enhancing regional energy integration between Kosovo and Serbia.

The failure to implement these necessary cross-border linkages is viewed by Kosovo and the Energy Community as a barrier to regional energy market development.
