Vela, a former candidate for Vetëvendosje Movement in the 2019 parliamentary elections, was reintroduced through a process that ORCA describes as unprecedented and lacking transparency. The organization emphasizes that Vela’s name was added to the candidate list outside of public scrutiny and without the involvement of monitoring organizations focused on higher education.
