ORCA: Government Risks Independence of the Kosovo Accreditation Agency

ORCA Expresses Concerns Over Driton Vela’s Reintroduction as KAA Board Candidate

PRISHTINA – The Organization for the Protection of Civil Liberties (ORCA) has voiced significant concerns regarding the recent inclusion of Driton Vela on the list of candidates for the Board of the Kosovo Accreditation Agency (KAA). Vela, a former candidate for Vetëvendosje Movement in the 2019 parliamentary elections, was reintroduced through a process that ORCA describes as unprecedented and lacking transparency. The organization emphasizes that Vela’s name was added to the candidate list outside of public scrutiny and without the involvement of monitoring organizations focused on higher education.

This action raises particular alarm due to the KAA’s role as an independent institution crucial to maintaining the quality of higher education within Kosovo. ORCA referenced a previous selection process in 2023, where Vela was also considered for a position on the KAA board. The organization’s statement highlights the importance of robust oversight mechanisms within the accreditation process and the need to safeguard the integrity of institutions responsible for ensuring standards across the country.

The inclusion of Vela’s name underscores the need for increased transparency and adherence to established procedures within the Kosovo accreditation system.
