Halil Snopçe, a deputy from the Albanian Socialist Party (ASH), stated that his party supports measures allowing the diaspora community to participate in the electoral process through modern methods. Following a debate on the proposed Electoral Code, where consensus among political parties was not reached, Snopçe detailed ASH’s position regarding voting mechanisms. According to Snopçe, the Albanian Alliance advocates for enabling the diaspora to vote both via mail and electronically.
However, the party expressed reservations concerning the exclusion of three specific electoral districts from this expanded voting capability. The core argument presented by ASH emphasizes the fundamental right of the expatriate community to cast ballots and thereby influence the composition of the 120 deputies based on their actual residency within Albania. Snopçe argued that the ability for the diaspora to vote should be intrinsically linked to the national population registration system.
If the registration process incorporates records of citizens abroad, then the mechanism for them to vote should logically follow suit. To ensure maximum representation, ASH advocates for the removal of the three disputed electoral districts. This adjustment, according to the deputy, is necessary so that the votes cast by the diaspora are fully counted and integrated into the national electoral tally.
The discussion centers on balancing procedural requirements with the goal of maximizing participation and ensuring the political impact of the Albanian citizens residing outside the country.
