Researcher Cautions Against Electoral Reform Push Ahead of Potential Elections

Kosovar political analyst Eugen Cakolli of KDI has expressed reservations regarding proposals to reduce the number of citizens required to vote – from 10 to 5, 3, or 1 – arguing it’s premature given the potential for upcoming elections. Cakolli stated that such a move should not be viewed as a rushed initiative implemented just days before a significant political event. He asserted that any substantial electoral reform not introduced “four days before” anticipated political developments is inappropriate.

Cakolli further assessed that the CEC’s request for such a change is unwarranted, as the Commission lacks the authority to dictate constitutional deadlines concerning the formation of institutions or the overall political landscape of the country. While acknowledging the potential connection between reducing the voting threshold and existing challenges in vote counting and administration, Cakolli emphasized that electoral reform encompasses a broader range of issues, many of which are equally vital. He maintained that the focus should remain on addressing systemic problems within the electoral process, rather than implementing drastic changes at a critical juncture.
