The EU extends temporary protection for Ukrainians, but restricts access for men of military age.

Ambassadors from European Union nations reached an agreement on Wednesday to extend the temporary protection status for Ukrainians displaced by the ongoing war. This extension sets the new deadline for March 4, 2028. However, the agreement introduces a significant exclusion: men aged 23 to 60 will not be covered under this extension.

Furthermore, the conditions for receiving temporary protection are set to change substantially starting in March 2027. From that date, eligibility will be restricted to Ukrainians who have completed their mandatory military service within Ukraine. This adjustment is reported to be a measure intended to bolster Kyiv’s armed forces, responding to directives issued by the Ukrainian government.

To qualify for a status equivalent to that of a refugee within the EU framework, Ukrainians must now provide verifiable proof of their departure. Acceptable documentation includes a passport displaying an official exit stamp or any document confirming an exemption from military service. The current Ukrainian military law prohibits the majority of men aged 23 and older from leaving the country without fulfilling their service obligations.
