The Government or the President first? The German Embassy: We hope that institutions with full mandate are created

The German Embassy has expressed a hope for the establishment of institutions possessing full mandates in Kosovo. According to the embassy, the immediate next step following the certification of the results from the July 7 elections should be the formation of the Parliament of the Republic of Kosovo. However, disagreement persists regarding the subsequent steps for establishing the government and electing the president.

Constitutional experts advocate for a specific sequence, asserting that the election of the new president must occur immediately after the Parliament is constituted. In contrast, the leading political party, the Vetëvendosje Movement, suggests that the formation of the government should take precedence, positioning it as the second phase after the Parliament’s establishment. The differing views highlight a procedural debate over the timeline of national governance.

Besnik Velija provided a cautionary perspective, stating that a clear contingency exists: should a new government be elected but the head of state cannot be chosen, the political situation would necessarily proceed toward new elections. These differing expectations underscore the complexity of the transition process. While the establishment of the Parliament is viewed by some as the critical first action, the debate continues over whether the focus should shift immediately to forming an executive government or electing the president to guide the nation forward.
