The name of the new head of the Russian Office in Kosovo appears in a database that links him to Russian intelligence.

Europe Radio has uncovered a significant development concerning Ilia Uvarov, the recently appointed head of the new Russian Liaison Office in Pristina. The discovery stems from a database compiled by the Ukrainian organization, Molfar, which lists individuals believed to have connections to Russian intelligence agencies. The organization’s database includes Uvarov’s name, raising immediate questions about his background and potential affiliations.

REL, the reporting entity, was unable to confirm independently the precise nature of Uvarov’s role within the office. Operating largely in secrecy for years, the Russian Liaison Office has been a notable presence in Pristina. In August 2025, the United Nations Interim Mission in Kosovo (UNMIK) announced a meeting between the new head of the Russian Liaison Office and the former Special Representative of the UN Secretary-General.

This meeting, described as “a general and constructive discussion,” further highlights the office’s activity. The UNMIK announcement provided the first public acknowledgement of the Russian presence and the establishment of this new office. The revelation underscores the ongoing efforts to monitor Russian influence within Kosovo and the strategic importance of this particular office.
