Shortages in Public Prosecutor Offices Reported in Annual Report

A recent annual report from the Public Prosecutors Council revealed significant staffing shortages across several prosecution offices throughout Albania. Specifically, there was no permanent public prosecutor assigned to the Kriva Pallankë office during the past year. Furthermore, prosecutors from the Kumanova office were temporarily assigned to fulfill this role.

Similar shortages were noted in Kërçovë, where three prosecutors were handling the responsibilities typically managed by six. This pattern of understaffing was observed in numerous other prosecution offices nationwide. According to Chairman of the Public Prosecutors Council, Bashkim Besimi, the primary cause of these deficiencies stems from the lack of a new competition for candidates at the Academy of Judges and Public Prosecutors.

The Governing Board’s cancellation of a recent announcement has effectively stalled the process, preventing the generation of new candidates needed to fill these positions. “The main reason is that, according to the law, candidates must come from the Academy of Judges and Public Prosecutors. Currently there is no generation, the process at the Academy is blocked because the Governing Board canceled the latest announcement.

We are now waiting for candidates,” Besimi stated. The council continues to address the issue of insufficient prosecutors within the public system.
