Sveçla: The draft regulation for municipal fees and fines is unacceptable and discriminatory

Gëzim Sveçla, the head of the Self-Determination Movement assembly group in Pristina, announced participation in a public hearing concerning the Project-Regulation on municipal fees, charges, and fines. According to Sveçla, the group submitted specific observations and objections regarding the proposed document. In a statement posted on Facebook, Sveçla characterized the draft legislation as unacceptable and discriminatory in numerous aspects.

He noted that the group’s participation was to formally present their concerns on behalf of the Self-Determination Movement assembly group. Sveçla stated that the primary focus of their objections was on provisions within the regulation that, in their view, unfairly impose burdens on both citizens and businesses operating within the municipality. The group formally demanded the removal of specific proposals contained within the draft document.

The hearing addressed the framework for municipal fees, charges, and fines, which is intended to govern local financial obligations. Sveçla’s critique suggests that the current structure proposed by the municipal authorities fails to account for equitable financial obligations for the populace and commercial entities. The group’s intervention aims to influence the final text of the regulation to ensure it is perceived as fair and non-discriminatory across its operational scope.

  1. It’s concerning to hear that the proposed fees are viewed as discriminatory by local activists.
