Osmani stated that the passage of this specific law could negatively affect interstate relations and undermine the foundational principles established by the Ohrid Agreement. According to Osmani, the legislation fundamentally alters the established logic of equal representation, a principle he asserts has been a central pillar of the Ohrid Accord.

He contended that the draft law does not merely adjust procedural mechanisms but rather overturns the core concept of parity. He detailed the historical framework, noting that prior to this development, representation was guaranteed through a consistent process. Osmani cited an example where, in the event of five preliminary positions designated for Albanian candidates, the process required Albanian applicants to compete against peers, with the top five candidates selected.

He argued that this system ensured an equal footing across all groups. The Deputy Chairman suggested that the current proposed law deviates significantly from this established precedent. By changing the criteria for determining roles and ensuring adequate representation, the new law, in his view, compromises the spirit of mutual understanding outlined in the Ohrid Agreement.
