The initial measure to cover these police operational costs was established in 2020, during a period when the VV party was in a coalition government with LDK.
The formal documentation of this arrangement was signed by the Minister of Finance, who originated from LDK. At the time of the decision, the allocation was explicitly framed as a “temporary solution.”
Officials within the Kosovo administration have consistently stated that this subsidy is not intended to be a permanent fixture of the budget. Instead, it serves as a transitional measure pending the implementation of a more permanent resolution.
The primary long-term goal cited by the government remains securing Kosovo’s membership within the European Green Card system. The rationale underpinning the financial support is thus positioned as a stopgap measure. The funding is intended to manage border operations while the necessary diplomatic and structural steps toward full European integration are finalized.
This budgetary allocation reflects the current operational needs of the border police while the government works toward achieving long-term systemic stability and recognition.
