The Court of Appeals in Skopje has issued a final ruling that partially upheld the appeal filed by Ziadin Selë, resulting in an increase to the compensation the Republic of North Macedonia must provide for non-material damages sustained during the attack on the Parliament on April 27, 2017. Under the Appeals Court’s decision, the state is now obligated to pay Ziadin Selë a total of 7,800,000 denars. This sum is intended to compensate for the violation of his personal rights, specifically addressing the impact on his physical and psychological well-being following the incident.
The Appeals Court justified its decision by stating that the initial court ruling did not adequately assess the gravity of the damage incurred, nor did it account for all the relevant circumstances that should guide the determination of appropriate compensation. The court noted that the financial amounts set in the first instance ruling were insufficient to meet the required purpose of redress. This ruling mandates a significant financial adjustment in the state’s liability.
By increasing the compensation award, the Appeals Court established a higher benchmark for valuing non-material damages resulting from state-related incidents. The final decision solidifies the financial obligation of the Republic of North Macedonia to Ziadin Selë, ensuring a revised and higher payment in denars to account for the full scope of harm sustained.
