According to the report, the MIT officially published the notice for awarding this agreement to an economic consortium comprising GEO N.N.SH., Vizion Project Sh.P.K., NEWS Sh.P.K., and GES Plan Sh.P.K.
on September 29, 2025. D+ noted that the final contract value represents 99.91 percent of the amount originally estimated by the contracting authority. The primary concern raised by D+ stems from their analysis of the tender documentation.
