Pacolli: If Albania terminates the contract for the Vlorë Airport, MABCO will resort to international arbitration

Businessman and investor Behgjet Pacolli has publicly commented on the procedures initiated by the Ministry of Infrastructure and Energy in Albania concerning the concession contract for the Vlorë International Airport. Pacolli addressed the matter via a social media post, raising questions about the formal communication process regarding the termination of the agreement. According to statements made by Pacolli, the company MABCO Constructions SA, which was involved in the airport project, has reportedly not received any official notification from the Albanian authorities regarding the termination proceedings.

He stated, “Today, the Ministry of Infrastructure and Energy initiated the procedure for the termination of the Concession Contract for the Vlorë International Airport. As of this moment, MABCO Constructions SA has not received any official notification from the Contracting Authority.”

The core of Pacolli’s concern centers on the transparency of the process, particularly given the strategic national importance of the airport infrastructure. He emphasized that for an investment of this magnitude, it is inappropriate for the investor to become aware of the proceedings through media reports rather than direct communication from state institutions.

The dispute highlights ongoing governance discussions surrounding major infrastructure assets in Albania. The Ministry’s move to initiate termination procedures for the existing contract has drawn attention to the legal framework governing the concession agreement and the rights of the private sector partners involved. Pacolli’s comments underscore a demand for adherence to established governmental protocols when dealing with critical national infrastructure assets.
