Reports indicate that the state of Serbia has extensively utilized its budgetary reserve funds across numerous state-sponsored initiatives. The allocation of these funds has reportedly supported projects ranging from the Office for Kosovo and the Serbian Orthodox Church (KOS) to infrastructure development, including a highway in the entity of Bosnia and Herzegovina, and support for the Serb Republic. According to established regulations, these budgetary reserve funds are designated strictly for unforeseen or emergency expenditures.
However, Radio Free Europe (RFE) has reported that since the beginning of 2026, funds from the national reserve have been allocated by decisions of the Serbian Government on more than 130 separate occasions. This pattern of expenditure suggests a broad use of funds for various projects, including international exhibitions (EXPO), which have drawn spending from the reserve. As of the publication of this report, neither the Serbian Government nor the Ministry of Finance has issued a statement explaining the necessity or justification for the extensive amount of reserve money that has been used.
The repeated allocation of the reserve funds has drawn attention regarding the official budgetary protocols governing the use of these state assets in Serbia.
