The 100 million euros, another major reason for the termination of the concession contract for Vlorë Airport

A significant factor contributing to the termination of the Vlorë International Airport concession contract involves a substantial loan taken by one of the concessionaire companies without the prior consent of the Albanian State. This development prompted the Albanian Government to suspend the procedures related to the concession agreement. Specifically, in March 2025, the company Mabco executed a loan agreement with the financial firm Delphos Securities.

This agreement was valued at 100 million euros. According to publicly accessible documentation, the allocated funds were intended for two primary purposes: the finalization of the construction work at the Vlorë Airport and the repayment of an existing bank loan held by Mabco. The unauthorized nature of this financing arrangement constitutes another major issue that has complicated the contractual status of the airport.

The acquisition of the 100 million euro loan without requisite governmental approval represents a breach of the terms governing the concession. This action has become a central point of contention, contributing to the ongoing difficulties surrounding the management and future operation of the facility. The lack of state oversight regarding such a large financial transaction has been cited as a key element in the government’s decision-making process regarding the concession’s termination.
