Ibrahim’s response to Krasniqi: Calls for accountability require institutional responses, not personal attacks

Sazan Ibrahim, the Executive Director of the Association of Kosovo Municipalities, issued a formal rebuttal to Elbert Krasniqi, the Minister in charge of Local Authority Administration, concerning recent statements regarding municipal funds. The disagreement centers on the management and return of assets previously associated with local government bodies. Minister Krasniqi had asserted that assets purportedly taken by the government from municipalities had not been lost or removed from the ministry’s purview.

Instead, he claimed these funds were successfully channeled back to the municipalities through designated investment projects. Furthermore, Krasniqi indicated that a portion of the remaining assets, specifically 25 percent, were allocated to an alternative investment program due to documented capacity limitations within certain municipal structures. In response to these declarations, Ibrahim addressed the nature of the ensuing debate.

His commentary emphasized that demands for accountability must be framed through established institutional mechanisms. Ibrahim stated that the process of verifying financial stewardship requires systemic responses, rather than descending into personal critiques or accusations. He stressed that genuine accountability measures must operate on an institutional level, and that such scrutiny should not be dismissed as mere political attacks.

The exchange highlights a procedural disagreement between the municipal leadership and the Ministry regarding the proper oversight and restitution of local assets.
