Prishtina, Kosovo – The Kosovo Institute of Justice (KIJ) has released its “Monitor of the Xth Legislature” report, offering an analysis of the functioning of the Kosovo Parliament during the tenth legislative period. The report, supported by the Rockefeller Brothers Foundation, examines key areas including the legislative process, parliamentary oversight, transparency, and adherence to constitutional standards. According to the KIJ, more than 40 percent of parliamentary sessions were designated as extraordinary.
The institute suggests this indicates a frequent reliance on accelerated procedures, potentially limiting opportunities for detailed discussion and debate. The report details that numerous laws were adopted using expedited processes. It notes that these processes often occurred without sufficient public consultation and without incorporating recommendations from independent institutions.
Furthermore, the “Monitor of the Xth Legislature” raises concerns regarding the consistent non-implementation of court rulings. The analysis aims to provide a comprehensive overview of the Parliament’s operations and identify areas for potential improvement.
