Elezi clarifies why mandates can pass from one entity to another during the counting process

Valmir Elezi, the Spokesperson for the Central Election Commission (CEC), provided clarification regarding the methodology used for publishing election results. He detailed that the display of results is not static but rather a dynamic system that updates in real-time as individual ballot boxes are counted and processed. According to Elezi, the final allocation of political mandates is often determined by very narrow margins.

He emphasized that even minor variations in vote totals—such as a few dozen or a few hundred votes—can directly affect the ranking of coefficients and, consequently, the final distribution of mandates. The spokesperson explained the inherent fluidity of the counting process. Elezi noted that it is possible for a political entity to temporarily achieve the necessary coefficient to secure a mandate at one stage of the count.

However, this status can subsequently change as the inclusion of additional ballot boxes alters the overall vote tally. He stated, “It is possible that at a certain point during the processing of results, the entity achieves the coefficient…”

This ongoing nature of the count means that the final mandate distribution remains subject to the continuous input of data. Elezi underscored that the entire results publication process is designed to reflect the cumulative vote count as it occurs, requiring stakeholders to understand that the final outcome is dependent on the completion of the entire counting procedure.
