Fetoshi: From Tivati to Mitrovica, the Serbian strategy against the EU and Kosovo

Arben Fetoshi, Director of the Institute for Studies of Hybrid Warfare “Octopus,” reported that Serbia’s efforts to overshadow the European Union-Western Balkans summit in Tivat, Montenegro, persisted on Monday in the northern part of Mitrovica with a new provocation targeting symbols of peace and integration. Fetoshi stated that an attempt to bring 87 individuals, described as “mercenaries,” into Tivat to threaten security before the summit was thwarted by Montenegrin authorities, who returned the group to Serbia. Consequently, the tensions reportedly continued in the north due to electoral objectives.

According to Fetoshi, Serbia’s actions in the region reflect an interference pattern aimed at undermining the Euro-Atlantic integration agenda, with the Republic of Kosovo identified as a key component of the regional security architecture. He further alleged that Aleksandar Vučić orchestrated “support” from Macedonia to facilitate these efforts. The reports suggest a continuation of diplomatic and political tensions in Mitrovica, suggesting that external actors are attempting to disrupt regional stability.

Fetoshi framed these incidents as part of a broader strategy designed to impede the integration process of the Western Balkans.
