Octopus Institute Director Criticizes Serbian Rhetoric Marking Agreement Anniversary

Prishtina – Arben Fetoshi, Director of the Octopus Institute, has assessed the statements issued by Serbian officials marking the 13th anniversary of the Agreement on Normalization of Relations as a “repeated performance” of strategic communication directed against Kosovo. Fetoshi argues that the rhetoric deliberately avoids addressing the fundamental issues at the heart of the dispute. In a public statement, Fetoshi characterized the ongoing discourse as dominated by “a choir of Serbian nationalist rhetoric,” specifically citing figures such as Aleksandar Vučić, Ivica Dačić, and Petar Petković, alongside academics and civil society representatives.

The Institute’s director contends that this group is actively attempting to undermine Kosovo’s political and legal framework through continued discussion surrounding the proposed Association of Serbian Municipalities. According to Fetoshi, Serbia’s approach involves both “annexing and accusing” the Association while simultaneously refusing to acknowledge its established political framework – the Republic of Kosovo – a position he asserts has been repeatedly confirmed. The assessment reflects ongoing tensions surrounding the normalization process and Serbia’s persistent challenges to Kosovo’s sovereignty.
