Gashi stated that the true responsibility lies with the institutions. Kosovo still lacks an accurate list of the deceased.

Shkëlzen Gashi, the author of “Massacres in Kosovo 1998-1999,” has issued a further response concerning the exhibition sharing its title, rectifying several misrepresentations and addressing the concerns raised by the Humanitarian Rights Fund for Kosovo (HRFK). Gashi, alongside the ADMOVERE and INTEGRA organizations, has stressed that they never implicated the HRFK in disseminating false information. They have also refuted claims that the 48 deceased individuals at Dubrava Prison were armed or engaged in combat.

The organizations clarified that the HRFK’s records included these individuals as armed, a reflection of historical documentation rather than a judgment regarding their deaths. Specifically, gashi explained that the Humanitarian Rights Fund’s list portrayed these individuals as armed/soldiers. This depiction is also explicitly stated within the Fund’s own list of the deceased.

The intention was to accurately represent the information presented in the existing historical records pertaining to Kosovo.
