Lutfi Haziri, a Deputy of the Democratic League of Kosovo (LDK), has publicly criticized the management of several key urban development projects within the Municipality of Gjilan. Haziri has raised concerns regarding a perceived systemic deficiency in both urban and developmental planning across the region. Specifically, Haziri directed attention to the “Ibrahim Rugova” Boulevard, alleging that its development proceeded without requisite permits, proper urban planning, or a comprehensive development plan.
He asserted that the process of establishing proper zoning guidelines in the area has been hindered for an estimated five years. Furthermore, Haziri called for intervention from the State Prosecutor’s Office, arguing that various local initiatives are being implemented lacking adequate institutional transparency and oversight. The criticisms extend beyond single street projects.
According to Haziri, numerous critical infrastructure projects in Gjilan remain incomplete. These cited projects include the main highway, the local stadium, and key connecting roads leading to Pristina, Kllokot, and Kumanovë. The statements emphasize a pattern of development proceeding without established regulatory adherence.
Haziri stressed that the failure to adhere to necessary protocols, often constructing projects without the required foundational planning, represents a significant governance issue. His remarks underscore a demand for rigorous review of how public funds are allocated and how urban spaces are managed in the municipality.
