Pristina – The formation of the new government in Kosovo faced criticism regarding a lack of transparency, according to an assessment by the Kosovo Institute for Justice (IKD). Senior researcher Naim Jakaj highlighted concerns surrounding the process during the vote session on December 5, 2026. The IKD concluded that the 10th Legislature’s government formation was marked by limited parliamentary debate and a significant absence of information available to deputies and the public.

Specifically, the institute noted a lack of prior knowledge concerning the proposed composition of the government cabinet and the expansion of existing ministries. “The formation of the government was characterized by a significant lack of transparency,” stated Jakaj. “Deputies and the public were not provided with preliminary information regarding the cabinet’s makeup, and the expansion of ministries occurred without a clear and articulated justification.”

The assessment suggests a need for greater openness in future government formations, emphasizing the importance of public access to information and robust parliamentary discussion.
