Kosovo Parliament Reopens Competition for Constitutional Court Judges
Kosovo’s Parliament announced today, April 17, 2026, that no candidate secured enough votes to be proposed for a position on the Constitutional Court. Chairwoman Albulena Haxhiu confirmed the outcome following a fourth round of voting. The deputies within the Parliament failed to provide the required number of votes for any of the candidates vying for the judicial role.
The results of the fourth round revealed 60 votes for Emine Avdyli Pozhari, 62 votes for Jonida Xhafa, and 51 votes for Flamur Mrasori. Following the unsuccessful round, Haxhiu stated that the competition will be repeated. She directed the parliamentary commission to initiate the necessary steps, including the publication of a new call for candidates and the selection of two individuals to be considered for appointment to the Constitutional Court.
The decision underscores the difficulty in achieving a consensus among parliamentarians regarding the selection of judges for this crucial institution. The process will now restart to ensure a qualified candidate receives enough votes to proceed.
